Number of Apartment Building Co-Owners Associations grows

In 2013, 1,214 new Apartment Building Co-owners Associations (ABCA) were established in Ukraine. This form of management tends to grow in the country. According to the Ministry of Regional Development, Construction and Housing and Communal Services of Ukraine, the total number of ABCA was 16,917 at the end of 2013, which is up 7.2% YOY, the Information-Analytical Bulletin of the Cabinet of Ministers of Ukraine informs.

Donetsk, Kherson and Kharkiv regions became leaders in ABCA last year. Respectively, 153, 133, and 93 new ABCA were established during the year. The city of Sevastopol, Zhytomyr and Kirovograd regions with 9, 10 and 11 new ABCA, respectively, became outsiders in this area.

"In practice, Apartment Building Co-owners Associations are the most effective tools to address the issues faced by residents of apartment buildings. With ABCA, residents decide independently how to manage their buildings. For this reason, we strongly promote the spread of this practice in the cities of Ukraine," Natalia Oliynyk, Director of Department of Strategy for Reforming and Development of housing and public utilities of the Ministry of Regional Development said.

According to department experts, residents of apartment buildings are increasingly creating ABCA because of the obvious advantages of this form of management to those relationships that exist between residents and housing and public utilities. To attract more citizens to reforming of apartment building management, in creating ABCA, the state provides to newly created associations one-time assistance for major building repairs.
