Parliament adopts resolution on formation of coalition with factions and MPs


The Verkhovna Rada (Ukrainian parliament) has amended Article 61 of Ukraine's Law on the Regularities of the Verkhovna Rada giving go-ahead to the formation of a coalition with not only factions, but people's deputies too. A total of 235 MPs have voted in favor with 226 MPs required.

Thus, according to the amendments, a coalition is 'a union of deputy factions, people's deputies formed on the basis of election returns and common political grounds with a majority of people's deputies of the constitutional composition of the Verkhovna Rada'.

At the same time, a motion concerning the formation of a coalition with deputy factions is withdrawn from the Verkhovna Rada regulations. A coalition agreement on the creation of the parliamentary majority will be attached with a list of MPs who enter the coalition.

The terms for the formation of a coalition remain unchanged: within a month since the day of the first meeting of the newly elected Verkhovna Rada or within a month since the day of the breakup of a previous coalition.

The Verkhovna Rada believes that the Party of Regions, whose leader Viktor Yanukovych was elected Ukraine's President, intends to form a coalition with the Communist Party of Ukraine, the Bloc of Lytvyn and people's deputies, 'who agree to support the stance and principles of this coalition.
