Opinion: Moroz is obliged to sign the Cabinet law if the President has failed to


Party of Regions deputy Yuri Myroshnychenko considers that the chairman of the Verkhovna Rada of Ukraine Oleksandr Moroz not only “has a right”, but “is obliged” to sign the Cabinet law. Myroshnychenko told in an interview to ForUm.

He noted that as the President failed to sign the law in 15-day term, provided by the law, “the chairman of the parliament has not the right but obligation to sign this law.”

“It does not matter whether Moroz wants or does not want, can or cannot sign the law. He is obliged to do this, and a session of the Verkhovna Rada is not needed for this.

The deputy also noted that there cannot be the second president’s veto on the law. “The President’s veto had been overridden and the President’s must sign the law. Imposition of the second veto and its repeated overcoming are a political nonsense,” Myroshnychenko said.

“I declare this not as a member of Party of Regions, but as a lawyer. Everything mentioned above is a juridical procedure violation of which can lead to institution of an action against the speaker, as it is now his obligation to sign the law,” the deputy added.
