The second session of the Verkhovna Rada will be
devoted to consideration of constitutional reform and budget. According to Verkhovna
Rada chairman Oleksand Moroz, the list of deputies’ offers numbers about two
hundred items.
At the same time, the list of issues for consideration
will become known for sure only after a conciliatory council of heads of the
parliamentary factions, which is to take place on September 4. Meanwhile, deputies
are not unanimous as for the statutes for adoption.
According to chairman of legal policy committee Evhen
Kushnaryov (Party of Regions), “the main question for consideration is the
second stage of the constitutional reform, renewal of regional self-government,
development of local governing.”
“The most urgent issue is budget,” MP Serhiy Matvienkov
(SPU) considers, “The new government promised stabilization and reduction of
taxes.” According to him, the parliament must adopt laws, which will stimulate
development and implantation of energy saving technologies, as well as regulate
work of antimonopoly legislation.
Chairman of the committee on human rights Leonid Grach
(Communist party) considers that first of all the parliament must adopt the
bill draft of Petro Symonenko “On foreign policy of the state,” which provides
for rejection of accession into NATO.
According to deputy chairman of the committee on the fuel
and energy complex Mikhailo Volunets (BYuT), the VR should approve draft laws,
which will not allow increasing of gas and electric power prices for
population.
Chairman of the committee on freedom of speech and
information Andriy Shevchenko (BYuT) considers that priorities of his committee
are ungovernmentalisation of the press and public broadcasting.
According to deputy chairman of the committee on
building and housing and communal services Volodymyr Polyachenko (Our Ukraine),
his committee has offered changes to Land Code, which concern land allotment for
building.
